Brazil senate president still expects betting CPI creation despite delays, weeks before legal market launch

Senate president Rodrigo Pacheco still expects a parliamentary inquiry commission (CPI) on betting in Brazil to be established despite ongoing delays, with the legal market just weeks away.

On 8 October, Senator Soraya Thronicke requested the creation of a CPI into betting in Brazil, with the aim of investigating the “growing influence of online virtual gambling games on the budget of Brazilian families”.

The request surpassed the 27 signatures needed, with the commission having 130 days after its establishment to carry out its work. It will have 11 full members and seven substitutes.

The CPI was expected to be installed on 25 October. However, its creation was delayed due uncertainty over which senators would work on the inquiry.

Pacheco maintains the momentum for the establishment of the CPI on betting hasn’t been lost. Its creation is vital, he said, with the legal betting market set to launch in Brazil on 1 January 2025.

From Virginia to Missouri, voters to decide fate of these gambling proposals Tuesday

The US presidential election on Tuesday (5 November) could result in major changes to how the country is run but, in four states, gambling expansion is also on the ballot. And in Colorado, the amount of gambling tax dollars earmarked for water projects will be decided.

For the gambling industry as a whole, a decision by Missouri voters to allow statewide retail and digital sports betting would be a prize. Should voters approve Amendment 2, Missouri would be the only US state in 2024 to approve a statewide gambling expansion.

The Missouri Gaming Commission last weekend said it interprets the constitutional amendment to mean that each brick-and-mortar casino location will be eligible for a digital betting licence. The interpretation means companies like Caesars and Penn Entertainment will each get up to three licences. Each company operates three brick-and-mortar locations in Missouri.

Online growth fails to halt Denmark gambling revenue decline in September

Gambling revenue in Denmark fell 2.8% year-on-year in September as growth within the country’s online sector failed to offset declines elsewhere in the market.

Revenue for September was DKK533 million (£62 million/€74 million/$81 million), data from Denmark regulator Spillemyndigheden shows. This falls short of DKK569 million last year and is also 3.2% less than August’s total.

Online casino gaming remains the primary source of revenue in Denmark by some distance. For September, revenue topped DKK288 million, up 12.1% from the previous year but short of DKK299 million in August.

Some 77.1% of all online casino revenue came from slot machines. Blackjack and roulette each accounted for 6.7% of revenue in this sector, poker 3.6%, bingo 3.1% and other games 2.7%.

Jordan Maynard officially named Massachusetts gaming chair

On Monday (28 October) interim Massachusetts Gaming Commission (MGC) chair Jordan Maynard was appointed to a permanent role by the state's governor.

Maynard has been serving as the interim chair since former MGC chief Cathy Judd-Stein retired from public service in March. Governor Maura Healy also appointed former Melrose mayor Paul Brodeur as the agency’s fifth commissioner, according to a press release. The MGC had been down a commissioner since Judd-Stein’s retirement.

“He has proven to be a consensus builder who has a deep understanding of the agency and strives to do what’s best for the people of Massachusetts,” Healy said via press release.

Maynard was first appointed to the MGC in August 2022 and was part of the MGC when it developed rules and launched digital and in-person sports betting in 2023. The state’s general assembly legalised wagering in August 2022.

Brazil senate won’t vote on land-based casino bill this month

Brazilian senator Irajá Silvestre (PSD-TO) said last week the time still isn't right for the senate to vote on land-based casinos this month.

This is at least the second time the vote to legalise land-based casinos, jogo de bicho and betting on horse racing in Brazil was postponed. An August date was missed and an October vote was predicted, after municipal elections concluded early in the month. But the bill has yet be moved over the line.

Silvestre, rapporteur of the land-based casinos bill, said: “We are waiting for things to cool down a bit, but I am convinced that this year we will pass the bill. We already have the necessary votes, we have convinced the senators, at least the majority,” according to Yogonet.

Pennsylvania: sports betting and igaming growth offset land-based decline in September

Growth across sports betting and igaming helped offset a decline in the land-based market in Pennsylvania during September, allowing the Keystone State to post a 6.2% year-on-year increase in overall monthly gambling revenue.
Revenue for September was $505.9m (£387.9m/€466.5m), according to the Pennsylvania Gaming Control Board (PGCB). This surpasses last year’s total but falls 3.7% short of August this year.

Sports betting was the segment of most growth for Pennsylvania, with adjusted gross revenue rising 46.1% year-on-year to $53.5m. Of this, $47.2m came from online betting and $6.3m wagering via retail sportsbooks across the state.

In terms of player spending, monthly handle reached $811.3m, some 11.7% more than in the same month last year. This resulted in a state-wide hold on taxable revenue of 6.59% for September.

Casino and online gambling companies continue to pour money into campaigns for and against Amendment 2 in Missouri. The proposal, which will be on the November ballot, would legalise statewide mobile and retail sports betting.

Caesars Entertainment, which operates three casinos in the state, added another $3.3m (£2.5m/€3m) to Missourians Against the Deceptive Online Gambling Amendment on Monday (7 October). So far, the company is the only one funding the campaign and has staked it with with $14.2m to date. The Monday donation came via Caesars’ Tropicana St Louis property.

US September round-up: Tennessee, West Virginia and Detroit

Rounding up some of the latest monthly sports betting results in the US, iGB analyses figures from Tennessee, West Virginia and Detroit for September.
Tennessee sets new gross wagers record in September
Starting in Tennessee, the Volunteer State saw gross wagers hit an all-time high of $524.8m (£401.8m/€480.3m). This figure is narrowly higher than the existing record of $517.4m in November last year.

The September total also surpasses last year’s amount by 25.5% and is 52.5% higher than August this year. This is according to data published by the Tennessee Sports Wagering Council.

Tennessee does not publish data on monthly revenue. It does, however, detail gross handle, with this at $520.8m. This is after accounting for $3.9m in undisclosed adjustments.

As for tax, Tennessee was able to collect $9.6m in privilege tax from sports betting during the month. Tennessee operators are taxed at 20%.

Online casino drives Denmark gambling revenue to DKK571m in August

Gross gaming revenue (GGR) in Denmark reached DKK571m (£64.2m/€76.6m/$84.1m) in August as online casino growth offset declines elsewhere in the market.
The August total was 4.3% ahead of last year, according to data from Denmark regulator Spillemyndigheden. It was also 3.1% more than DKK554m in July of this year.

Growth was driven by a 20.8% year-on-year increase in online casino revenue to DKK299m in August.

This was also ahead of July by 5.3% and not far off the all-time monthly revenue record for the vertical. Spillemyndigheden reported DKK309m in online casino GGR in March of this year.

However, all other segments of the Danish market reported declines in August. The largest drop came in the sports betting sector, where revenue was 14% lower at DKK147m during the month. This was also 1.3% lower than in July.

A Circa vice-president reportedly offered to pay UNLV quarterback Matthew Sluka $100,000 (£74,730/€89,550) that Sluka said he was promised by an assistant coach at the school. Nevada August betting revenue jumps 39.7% while slots hit total GGR

Rounding up some of the latest monthly state results in the US, iGB takes a closer look at how a drop in slots activity saw overall gambling revenue fall in Nevada in August, while Mississippi reported growth within its retail sports betting market.
Mobile sports betting in Nevada was up 13% on 2023 to $14.8m, data from the Nevada Gaming Control Board shows.

Baseball reaped the highest revenue of all sports during the month, making up $9.7m of the vertical’s revenue in August, while American football betting hit $8.7m. However, hockey and basketball betting activity both generated losses for operators.

Betting across other sports generated $7.6m in additional revenue, with the Control Board noting that $14.8m of all wagering revenue came from mobile.

Meanwhile revenue from sports betting pools, which is counted under table games, jumped 38.9% year-on-year to $25m in August.
