KSA reports falling GGR, following deposit limit introduction

The Dutch regulator Kansspelautoriteit (KSA) has reported that market GGR for legal gambling has fallen since the introduction of deposit limits, despite growing account numbers.

For the full year, KSA reported in its spring report that gross gaming revenue (GGR) in 2024 was €1.47 billion ($1.58 billion/£1.2 billion), up 6% year-on-year.

However, in the second half of 2024, GGR was 10% lower than in the first half of the year at €697 million. KSA’s GGR numbers cover the 12-month period ending 31 December 2024.

Impacting the results are KSA protection measures that came into force last October.

“This decrease is probably due to both the peak during the European Football Championship in June 2024 and the new rules that should better protect players in the online gambling market,” KSA stated.

New rules included deposit thresholds connected to a player’s net deposit during a calendar month. If a gambler’s net deposits reach €700 (£583/$777) in a month, operators are obligated to block..

Techno Offshore faces €1.2 million Dutch fine over illegal activity

Dutch regulator Kansspelautoriteit (KSA) has issued a €1.2 million (£1 million/$1.3 million) fine to Techno Offshore, the company behind the Nolimitbet.com and Simplecasino.com brands, for illegal activities in the country.

KSA said Techno Offshore was illegally offering games of chance to Dutch players through the websites without the relevant licence. Operators can only offer online gambling in the Netherlands after securing approval from the regulator.

Detailing the charge yesterday (9 April), KSA said Techno Offshore did not take the sufficient measures to block Dutch players. The regulator also flagged the operator for not checking players’ ages upon registering and for running prohibited features including autoplay.

Setting out the charge in full, KSA said it first investigated Techno Offshore in April last year. It established the operator was based in the British Virgin Islands and hold a licence from the Kahnawake Gaming Commission for the two websites.

Dutch trade bodies urge more advertising opportunities in new gambling policy

The Licensed Dutch Online Gambling Providers (VNLOK) and Netherlands Online Gambling Association (NOGA) trade bodies have urged the government to allow for more opportunities for gambling advertising among licensed operators, as part of recommendations for new regulations.

Tomorrow (19 March), the government will host a round-table discussion on its proposals for new gambling policy. This will feature input from various stakeholders including a number of licensed operators, trade bodies and regulator Kansspelautoriteit (KSA).

Teun Struycken, minister for legal protection in the Netherlands, revealed in December that the government was working on new policy, with hopes of having a new gambling bill in place by the end of 2025.

In their submission, the industry trade bodies VNLOK and NOGA set out several key points for the government to consider before signing off on new laws. Much of these focus on protecting players from harm and on tackling unlicensed activity.

Netherlands concerned sports advertisement ban could be bypassed, points to Belgium

Dutch lawmakers have expressed concerns that its incoming online gambling sports advertisement prohibition could be bypassed by operators, pointing to apparent circumvention in Belgium.

Responding to questions from parliament on 12 March, state secretary for legal protection Teun Struycken reaffirmed the need for greater player protection but noted a complete ban on gambling advertisements was not in favour. Struycken also suggested it was possible Belgian cases of circumvention could be repeated in the Netherlands.

Since 1 January, sports clubs in Belgium have not been allowed to display gambling sponsors on their team shirts. However, there is a view this is being bypassed by operators.

For instance, the football Club Brugge was sponsored by Unibet. Now, the jersey is displaying “U-experts”, the name of an application made by Unibet that links to its casino offering. Cercle Brugge’s jersey sponsor also changed from “Golden Palace Casino” to “Golden Palace News”.

KSA raises concerns over Analyse Master, clears licensees of wrongdoing

Kansspelautoriteit (KSA) has cleared two of its licensees of any wrongdoing in a case related to sports betting tips provider Analyse Master, although the Dutch gambling regulator said it holds concerns over the nature of the platform.

Last autumn, Dutch journalism platform Pointer published an investigation into both Analyse Master and its associated Telegram channel. This heavily focused on its use of role models to promote online gambling.

Pointer highlighted how licensed operators in the Netherlands are prohibited from including role models in gambling adverts. This led KSA to launch its own investigation into Analyse Master, with details of this published today (11 March).

The probe saw KSA speak with two Dutch licence-holders who were mentioned on the Telegram channel and the platform. The regulator did not name either party.

Study finds 10% of Dutch adults gambled online in 2024

New data has shown just 10% of those aged 16 and over in the Netherlands have gambled online in the last 12 months.

On Wednesday (29 January), the Scientific Research and Data Centre (WODC) in the Netherlands released a factsheet unveiling the findings of three recent studies on Dutch online gambling, which launched in the country in October 2021.

The studies, which cover various periods during 2024, revealed that while 64% of those aged 16 and over in the Netherlands have gambled offline throughout 2024, just one in 10 had placed a bet online.

Lotteries were the predominant form of offline gambling, with 55% of the gambling population using that vertical in 2024, while scratchcards (21%) and bingo (7%) were also prevalent.

Notably, sports betting was the only vertical in which online outpaced land-based, with 4% betting online compared to 3% for offline.

KSA probe finds Dutch licensees breached youth betting rules

Dutch gambling regulator Kansspelautoriteit (KSA) has issued warnings to several licensed operators after they were found to have breached regulations by offering betting on youth and amateur sports events.

Announced yesterday (4 December), seven Dutch licensees permitted betting on events where competitors were under the age of 21. Licensed operators in the country may only take bets on events where all players are at least 21.

KSA also discovered two licensees were offering prohibited bet types. These include betting on certain players to receive a red or yellow card, or total corners in a football match.

The regulator said all breaches took place during the 2023-24 football season. However, it did not disclose which operators breached the rules, nor the events or matches where the betting was permitted.

Netherlands regulator KSA presents 2024 supervisory agenda

The Kansspelautoriteit (KSA), the gambling regulator in the Netherlands, has presented its supervisory agenda for 2024, citing four areas of focus.

Looking to achieve its mission of “safe gaming”, the KSA says it will increase its protection of vulnerable players in the Netherlands by looking to prevent addiction. The country took measures to do this in 2023, including the introduction of a ban on most forms of advertising.

The KSA is also looking to combat illegal online offerings, aiming for at least 90% of players to gamble with legal providers in the Netherlands. In a December article for iGB, Yield Sec chief executive Ismail Vali noted how the KSA’s current approach appeared to lack clear success in actual enforcement terms.

The KSA is vowing to further support partners, including the police and tax authorities, on investigations in the physical domain. The regulator hopes this will lead to less “undermining” between different organisations.

Netherlands’ NGR up 85% in 2022

The Netherlands' licensed gaming market generated €3.4bn (£2.95bn/$3.59bn) in net gaming revenue (NGR) in 2022, according to a report from regulator Kansspelautoriteit (KSA).

The report is based on 2022 only, as it was the first full calendar year for the Netherlands’ online gambling market.

The country’s market officially opened in October 2021, following the passage and ratification of the much-delayed Remote Gambling Act (KOA). This month marks two years since the market became live. NGR comprises of deposits minus prizes paid out.

NGR for 2022 was up by 85.0% from €2.0bn in 2021. KSA noted that this was due to an increase in both online gambling and land-based play, particularly as Covid-19 pandemic restrictions lifted. Land-based venues were closed in the Netherlands until 25 January 2022, with restrictions still applying until 25 February 2022.

KSA to investigate illegal affiliate sites targeting self-excluded players

The Dutch Gambling Authority (KSA) has announced that it has initiated an investigation into affiliate marketing sites that target vulnerable consumers.

The KSA said that its attention had been drawn to a number of affiliate sites that had been created with the seeming intent of circumventing regulated offerings and directing consumers to gambling sites that do not abide by Dutch gaming law.

The KSA provided examples of such sites with domain names including phrases such as casinozondercruks (“casino without cruks,”) and casinozondervergunning (“casino without licence”). The Centraal Register Uitsluiting Kansspelen (Cruks) is the Dutch self-exclusion platform that allows players who have experienced harm from games of chance the opportunity to put themselves on a blacklist preventing them from accessing certain sites for a pre-designed time period set by the user.

The KSA has cracked down on affiliates before, taking action against 15 sites in December 2021.
