NY’s Addabbo files anti-sweeps, expansion bills

New York state senator Joe Addabbo filed two gambling-related bills in the last week. The latest, S5935, seeks to ban unregulated sweepstakes platforms. Operators of these platforms have been targeted by several state legislatures and the gambling industry, which say the platforms are pulling business from the regulated industry. Sweepstakes platforms operate in a grey area — they are unregulated and do not pay taxes.

Addabbo’s bill clearly defines what sweepstakes are, calling them games that “simulate casino-style gaming”. The list of casino-style games includes everything from blackjack to keno to sports betting. The bill would also make it illegal for licensed suppliers and vendors to work with unregulated platforms. Former poker pro pleads guilty to selling fake wagering advice in New York court

Cory Zeidman, a 63-year-old former professional poker player, today (4 December) pleaded guilty to two counts of mail and wire fraud associated with an illegal gambling scheme. Zeidman faces up to 20 years in prison and $3.6 million (£2.8 million/€3.4 million) in restitution and fines.

According to court records, Zeidman led a fraud ring that sold betting tips via radio ads followed by high-pressure sales. The group used fake names and also purported to have inside information about “dirty” officials, “fixed” games and predetermined outcomes, according to a press release from the US attorney’s office for the Eastern District of New York.

No sentencing date has been set.

Bettors were charged high fees for the service and were told that the information made wagering a low-risk proposition. According to the US attorney’s office, the information was made up or was public information found via internet searches.

ESPN Bet now live in New York

Penn Entertainment launched ESPN Bet in its biggest market yet on Friday (27 September) when it went live in New York state. The platform is now available in 19 US jurisdictions.
The platform, a partnership between the casino company and ESPN, went live in 17 US jurisdictions in November 2023. Prior to Friday’s New York launch, Pennsylvania was the biggest state in which the platform was live.

The New York launch was later than Penn executives had pointed to, as CEO Jay Snowden said he was hoping for a late August launch during the company’s second-quarter earnings call in early August. But the New York State Gaming Commission (NYSGC) didn’t have a meeting at which to approve the application until 23 September.

ESPN Bet aiming to launch within days after getting NYSGC licence approval

On Monday (23 September) the New York State Gaming Commission (NYSGC) voted to transfer the Wynn Resorts digital sports betting licence to Penn Entertainment. This means that ESPN Bet could be live in the state by the weekend.
Penn Entertainment and ESPN have been waiting for the vote and the go-ahead to launch. Executives from both companies had previously pointed to a launch by the end of August. But the NYSGC declined to call a special meeting to vote and the last meeting was in June.

The state of New York has a cap of nine digital wagering licences. All nine were accounted for at the beginning of 2024, but WynnBet decided to get out of the digital betting business and exited the state in July. In February, Penn made a deal to buy WynnBet’s NY licence for $25m (£18.7m/€22.5m).
