Missouri secretary of state rejects emergency betting rules; launch now set for fall

On Friday (21 February) Missouri's secretary of state said he is rejecting the “emergency” status for sports betting rules. The regulator says this will delay the proposed June launch.

Missouri secretary of state (SOS) Denny Hoskins is rejecting the proposed emergency sports betting rules filed by the Missouri Gaming Commission (MGC). And the commission says it is pushing the sports betting go-live date to the fall.

Saying that the “the situation does not warrant an “emergency” rulemaking designation, Hoskins told iGB that the “proposed emergency rules were intended to address specific aspects of gaming regulations. However, following a thorough review, it was concluded that the matter does not meet the criteria for emergency rulemaking according to Missouri law.”

Hoskins said the proposed emergency rules, which were sent to Governor Mike Kehoe on 27 January, could “proceed through the standard rulemaking process which includes the opportunity for public input”.

Ambiguity and money headline Missouri draft wagering rules

iGB obtained the draft Missouri sports betting regulations that were sent to the industry for review. Here's a look at what's inside.

The Missouri draft regulations are, for the most part, standard fare. Of note, they outline licensing fees ranging from $10,000 for official league data providers to $500,000 (£401,000/€479,000) for stand-alone mobile platforms. They also define key terms, but leave much open to interpretation.

An updated draft was sent to Governor Mike Kehoe for approval on 27 January. The Missouri Gaming Commission (MGC) is pointing to a June wagering launch date. The regulator has not publicly released the draft regulations sent to Kehoe.

After the draft regulations are signed by the governor, a 30-day public-comment period will open. Following that, the regulator may make changes based on the comments. The application process will open once the regulations are approved.

A look at all DraftKings regulatory penalties this year

The online gambling giant has now been hit with over $300,000 in penalties across four states
DraftKings keeps rolling the dice with various authorities, from state regulators to the US Securities and Exchange Commission (SEC). The result? The online gambling operator is repeatedly crapping out.

Last week, the SEC hit DraftKings with a $200,000 (£149,251/€178,756) fine over the company’s public relations team’s posts on the X (formerly Twitter) and LinkedIn accounts of founder and CEO Jason Robins on 2 July.

The posts in question stated that DraftKings was experiencing “really strong growth” in states where it was operating.

Ohio regulator on track to change advertising, integrity monitoring rules

On Tuesday (18 June) morning the Ohio Casino Control Commission (OCCC) continued to refine its rules, approving a change to its advertising and promotional rules and expanding the scope of what integrity monitors may do. At about the same time, Michigan regulators said they weren't “trying to shut down” amusement businesses.

Both of Ohio’s amended rules must still go through the state’s Common-Sense Initiative office and the legislative Joint Committee on Agency Rule Review. The proposals would go before the OCCC again later this year before final approval.

In Ohio, which already has some of the most stringent advertising and marketing rules, the OCCC voted to ban gambling companies from offering promotions as part of a “non-gaming, consumer transaction”. The prohibition would apply to consumers under the age of 21, the legal age for gambling.

This would mean, for example, that a company like Fanatics Sportsbook could not offer promotions to a high-school aged customer buyin..
